Chester Koblinsky

Director, Climate Program Office, Office of Oceanic and Atmospheric Research, National Oceanic and Atmospheric Administration

Dr. Koblinsky manages the formulation of all climate activities across NOAA, as head of the Climate mission goal.    These activities include a broad range of climate services from observations and data systems, research, model development, predictions, and impacts research to delivery of information.   As Director of the NOAA Climate Program Office, he manages NOAA’s competitive climate research and observations programs.   Dr. Koblinsky received a Ph.D. in oceanography from Oregon State University.   The early part of his career focused on the development of satellite-based ocean remote sensing systems at Scripps Institution of Oceanography and NASA’s Goddard Space Flight Center.   He published numerous papers on remote sensing and oceanography and received NASA’s Exceptional Scientific Achievement Award for his research on ocean circulation.   He developed new satellite missions, including, Aquarius, a future mission to map sea surface salt concentration.   He managed a diverse portfolio of research in observations, analysis and modeling of the ocean and polar regions as head of Goddard’s Oceans and Ice Branch.   He has advised large science programs, including the World Ocean Circulation Experiment, the Climate Variability program (CLIVAR) of the World Climate Research Program, and the US Climate Change Science Program.
